So on the basic settings it say max Dino level 36. The difficulty offset is 0.2 and the override is 1. If i wanted to make the Dino levels exactly like they are on official servers including the Tech dino's, what should i set those settings as?

You can simply just set your Max Dino Level when you access your server... IE hwere its saying Dino Level 32... Change that to whatever you desire... Then tweak the override as you see fit.
