From the Gen 2 follow up post I made:
Reporting in during some ESO Hotfix maintenance guys. (My weekend of ESO is riddled with as much fun as ARK... yay!)
One of the hotfixes deployed by WildCard was to prevent a bug where more than the server max of players could join.
This is causing servers to now report as full to everything external, at all stages of server start. Like, Steam, webpages, battlemetrics, etc...
This also means that if you have your server to update when the server is empty during the server boot up, unless you get lucky (No, I have not been able to figure out how one gets lucky in this way) it will not update as the backend here will see the server as full.
Easy fix:
Change your server ot always update, reboot, it will update. (Tested on 3 servers now.)

It's also been discovered for now, you'll need to possibly manually reboot for subsequent updates.
trying multiple restarts to see if that helps ( did yesterday ) all servers are set to Always restart, though they haven't been doing that since the Gen 2 release, at present none of the servers have updated but doing restarted again , will comment after multiple tries to see if that worked
ok have CI server says updated ( but its not, on site its still says same patch the .7 and in lobby still .7 but its green and says updated strange ) the other servers all after two some 3 restarts all never updated on site or lobby or in game, might need to check forums on other hosts see if they haveing same issue ?
I've had 3 different map servers all runing with auto updates and none of them have updated by themselves, i've had to update and even when pushing the auto update and restart doesn't actually apply the update and will have to wait for server to load before applying the update and restart button for a second sometimes even third time.
Yep. Known issue as has been discussed in multiple places and ways ad naseum.
To iterate all the info in one space though:
Servers won’t auto update because they never show as empty anymore. To temper this, you’ll need to make sure your server is in auto update and restart manually when a new update comes out.
However, SteamPipe is beyond constipated due to all the downloads, patches, and updates WildCard keeps pushing, rolling back, dropping down, etc. This is NOT strictly in WildCard, as three other AAA titles are doing a similar song and dance right now.
WildCard is the only one dropping more than 2 patches daily. That could be viewed as both a bad thing and a good thing. Bad that they’ve broken that much, but good that they’re at least trying to get the new DLC to a beta level of stability... after launch. Cause, WildCard.
I saw a post in an EpicGames community that WC has exceeded Epic’s allotment of patches to the EGS within a MONTH without being fined, and I’m sure they’ve already hit that with Steam, Sony and Microsoft.
I know my personal server in my house is getting update request refusals. No error, just... steamcmd is not responding to my system. This appears to be only affecting headless accounts, as my Windows PC gets a response every time. It also appears attached to my IP and not my port, as I can’t update my older Linux once my newer one gets ignored, this usually passes after an hour.
This seems to suggest that SteamPipe is temporarily blacklisting anonymous update requests if too many happen from the same root IP in succession.
Some host providers are probably getting around this by violating Steam’s TOS by building a middle man for updates. Meaning one PC caches the update, and then delivers it to their systems.
This host is an ethical host, and even though Steams decisions are shady, a bit underhanded, and beyond “fair”, I don’t see ARKers.io violating the agreements they have with ANYONE (Customers or Steam) just to make an update work.
