My players can't level past lvl 120. I have override max level checked, it's set to 220. it's extended stock release for leveling and engrams. level multiplier is 10, engram multiplier 1. The server has been restarted several times since the level cap was 220. The players have died several times also. Do I set the level cap higher? Is there something I did wrong?

I've actually was stuck on this in the past, but you gotta check those settings.

Official max lvl is 205

It's a bit more than that, in ARK there's a system called Ascension, which means that not all levels are earned via experience. Currently there's 100 levels that are earned via non-experience means, so that means to hit the max Vanilla engram level of 105, you have to have a base max level of 205. Since your max is set to 220, that means that with experience your players will be able to level to 120.

For players to go further, they have to collect runes, raise chibis, defeat story mode boses to get improved implants, and gather explorer notes.

Also, any experienced player will realize they hit the EXP limit, so will start searching for ascension methods allowed on your server, so if you increase the level cap further, your more experienced players will gain those additional levels, leaving your less experienced players to complain that they can't level as high. Also, the higher level a player gets, the more engrams they learn, the more engrams they learn, the closer they get to causing buffer overflow errors, which means the closer they get to causing save file corruptions.
