Is there a way to get my save game files from my recylce bin without reactivating them?  I cant find where I had saved them

You can try emailing support? But to my knowledge there isn't, as the recylce bin is technically an archive of the entire server in an image file, which contains more than just your ARK Files. When you restore that file, it restores the entire vm, which the host (understandably) wouldn't want their customers having full access.
