Unlisted mods are ones that have been "hidden" by their creator on Steam Workshop. If they haven't been fully removed, you can still install them like this:

1. Go to the Mods tab for your server.
2. Enter the mod id number into the Mod Search field.
3. Click "Install Mod."
4. Restart your server.
