Probably more important to ask which game, and then how did you fix it?

it was for ark steam lately has this issue where you have to completely log out of steam close it out and relaunch before you can get patch updates or mod updates on pc for ark ....

Glad to know. I've not run into that myself yet, but I suspect it's only a matter of time.
